The purpose of the hearings is to provide the public the opportunity to provide comments on the Proposed Joint Consolidation Agreement. After the public hearings, the Village Board of Trustees and the Town Board may amend and adopt a final version of the Joint Consolidation Agreement or may opt to stop the process. If a final version of Joint Consolidation Agreement is adopted, the Village Board of Trustees and the Town Board shall contemporaneously set a date for a referendum. The referendum question shall be in a form reading substantially as follows: “Should the Village of New Paltz be consolidated with the Town of New Paltz?_ Yes _ No.” In order for consolidation to occur, it must be supported by a majority of the votes cast in the Village and a majority of the votes cast in the Town-Outside-Village.

Public comments may be made in person on the above dates, times and locations. Public comments may also be submitted in writing to the New Paltz Village Clerk, New Paltz Village Hall, 25 Plattekill Ave., New Paltz, New York, 12561, emailed to the Village Clerk at clerk@villageofnewpaltz.gov, submitted in writing to the Town of New Paltz Town Clerk, 52 Clearwater Road, PO Box550, New Paltz, New York 12561 and/or emailed to the Town Clerk at clerk@townofnewpaltzny.gov by 5pm on August 3, 2026

SUMMARY OF THE PROPOSED JOINT CONSOLIDATION AGREEMENT. The Village of New Paltz Board of Trustees and the Town Board of the Town of New Platz endorsed a Proposed Joint Consolidation Agreement (“Proposed JCA”) at a joint meeting of the boards on June 1, 2026. This Proposed JCA is available for the public to view at the Village Clerk’s Office located at 25 Plattekill Avenue, New Paltz, New York 12561, the Village website https://www.villageofnewpaltz.gov/, the Town Clerk’s Office located at 52 Clearwater Rd. PO Box 550, New Paltz, NY 12561, the Town’s website we located at https://www.townofnewpaltzny.gov/ and the project website located at: newpaltzconsolidation.com.

The Village Board of Trustees and the Town Board agree that consolidation of the Village and Town should be placed before the residents for consideration because it is their shared judgement that a consolidated, Town can more effectively and efficiently deliver services, plan for the future and be more accountable to residents. The Village and Town have initiated a process pursuant to NYS General Municipal Law (GML) Article 17-A which authorizes the consolidation of a town and a village located wholly within the town into a consolidated town government.

The Proposed JCA is a required document, which upon adoption by the Village Board of Trustees and the Town Board, lays out the intended terms and information regarding the consolidation of the Village and the Town. The proposed date of consolidation is January 1, 2028 and the name of the consolidated Town is the Town of New Paltz having the same boundaries as the existing Town of New Paltz. The Proposed JCA addresses additional matters specifically required by law, including post-consolidation governance structures as it concerns elected and appointed officials and public employees, the rights, duties and obligations of the consolidated Town, detail of Village and Town assets, the disposition of those assets and liabilities, the treatment of Town and Village employees, the continuation of services, the terms for the common administration and uniform enforcement of local laws, codes and the like, the estimated one time transition costs, the estimated fiscal impact of consolidation on taxpayers and the dates, times and places for the public hearings on the Proposed JСА.

Public Notice: Balloon Test Mock-Up at Historic Huguenot Street

Balloon Test Mock-Up at Historic Huguenot Street

As part of its pending application for a new education and visitors’ center, Historic Huguenot Street has scheduled a mock-up of the proposed center on Friday, June 26 starting at 11:00 a.m. A series of large helium balloons will be installed to mark the corners (red balloons) and roof edges (blue balloons) of the proposed structure. The balloons will remain in place until approximately 11:00 a.m. on Saturday, June 27.

Representatives from Historic Huguenot Street, ADG architects, and the Village of New Paltz Historic Preservation Commission will be on hand to answer questions from 11:00 a.m. until 1:00 p.m. on June 26.

In case of heavy rain and/or winds in excess of 8 mph, the balloon test will be moved to Monday, June 29, following the same schedule.

A follow-up summary of the test will be presented at the Historic Preservation Commission’s July 13 meeting, 7 p.m. in the Village Hall meeting room, 25 Plattekill Avenue. Comments and questions from the public can be sent to hpc@villageofnewpaltz.gov in advance of, or offered in person at, this meeting.
