SUMMARY OF THE PROPOSED JOINT CONSOLIDATION AGREEMENT. The Village Board of Trustees and the Town Board agree that consolidation of the Village and Town should be placed before the residents for consideration because it is their shared judgement that a consolidated, Town can more effectively and efficiently deliver services, plan for the future and be more accountable to residents. The Village and Town have initiated a process pursuant to NYS General Municipal Law (GML) Article 17-A which authorizes the consolidation of a town and a village located wholly within the town into a consolidated town government.
The Proposed JCA is a required document, which upon adoption by the Village Board of Trustees and the Town Board, lays out the intended terms and information regarding the consolidation of the Village and the Town. The proposed date of consolidation is January 1, 2028 and the name of the consolidated Town is the Town of New Paltz having the same boundaries as the existing Town of New Paltz. The Proposed JCA addresses additional matters specifically required by law, including post-consolidation governance structures as it concerns elected and appointed officials and public employees, the rights, duties and obligations of the consolidated Town, detail of Village and Town assets, the disposition of those assets and liabilities, the treatment of Town and Village employees, the continuation of services, the terms for the common administration and uniform enforcement of local laws, codes and the like, the estimated one time transition costs, the estimated fiscal impact of consolidation on taxpayers and the dates, times and places for the public hearings on the Proposed JСА.
