NOTICE OF PUBLIC HEARING

VILLAGE OF NEW PALTZ

NYS OFFICE OF COMMUNITY RENEWAL

COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM FUNDS

PROJECT #793PR115-24

The Village of New Paltz is undertaking a NYS Office of Community Renewal Small Cities Community Development Block Grant (CDBG) Project.  NYS CDBG Grant Project #793PR115-24 in the amount of $1,500,000 is being used to replace sanitary sewer lines and manholes in order to comply with a NYSDEC Order on Consent.

In accordance with the CDBG Citizen Participation requirements, a public hearing is being held in order to review the performance and status of activities and to identify future Community Development activities for the Small Cities CDBG Program.  This second hearing is in addition to a public hearing that was held during development of this project prior to submission of the Small Cities CDBG application.  At this hearing the Village will review the amount of project #793PR115-24 CDBG funds that were available, provide a listing of activities that were undertaken with CDBG funds, the amount of CDBG funds made available for activities that benefit the LMI National Objective and progress towards program goals and objectives as outlined in the original application.

Interested citizens are invited to attend this hearing on May 20, 2026 at 7:15 PM at the New Paltz Village Hall, Large Meeting Room, 25 Plattekill Avenue, New Paltz, New York 12561. Citizens may submit views at the hearing or in written form to Alexandria Wojcik, Mayor, New Paltz Village Hall, 25 Plattekill Avenue, New Paltz, New York 12561.

2026 CFA APPLICATION FOR OFFICE OF COMMUNITY RENEWAL

COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FUNDS

The Village of New Paltz will hold a hearing on May 20, 2026 at 7:00 PM at Village Hall, First Floor Meeting Room, 25 Plattekill Avenue, New Paltz, New York 12561 for the purpose of hearing public comments on the Village of New Paltz’ community development needs, and to discuss the possible submission of one or more Community Development Block Grant (CDBG) applications for the 2026 Program Year.

The CDBG program is administered by the New York State Office of Community Renewal (OCR), and will make available to eligible local governments approximately $20 million for the 2026 program year for housing, economic development, public facilities, public infrastructure, and planning activities, with the principal purpose of benefitting low/moderate income persons.  The hearing will provide further information about the CDBG program and will allow for citizen participation in the development of any proposed grant applications and/or to provide technical assistance to develop alternate proposals.  Comments on the CDBG program or proposed project(s) will be received at this time.  The hearing is being conducted pursuant to Section 570.486, Subpart I of the CFR and in compliance with the requirements of the Housing and Community Development Act of 1974, as amended.

At the hearing the Village will describe types of grant assistance available from the NYS Office of Community Renewal and will seek comments and suggestions from the public as to proposed uses of Community Development Block Grant funds.   The types of activities that may be undertaken with Community Development Block Grant program funds may include housing, economic development, public facilities, public infrastructure, and planning activities, with the principal purpose of benefitting low/moderate income persons.

Draft application(s) for Community Development Block Grant assistance including possible Public Infrastructure, Public Facilities and Community Planning applications will be discussed.  The Village is considering a 2026 CFA Public Infrastructure application in an amount of approximately $1,500,000 to replace aged sanitary sewer facilities to continue complying with a NYS DEC Order on Consent.  The proposed project(s) will primarily benefit low and moderate income persons.

Documents related to the proposed Public Infrastructure project that will be reviewed at the public hearing will be available for public inspection at office of the Village Clerk by request and at the Village website https://www.villageofnewpaltz.gov/ on or before May 15, 2026.
